BĂLȚI, September 14, 2012. North Regional Development Agency (RDA North) held public hearings on the revised draft of the North Regional Development Strategy (North RDS). The event was attended by members of the Regional Council for Northern Development (CRD North), members of NGOs, North RDA specialists, and journalists.

The North Regional Development Strategy's aim is to facilitate and stimulate the economic and social development of the region and to contribute to sustainable regional development objectives.

"Lately, at least in terms of strategic planning, the Northern Region has become a promoter. There has been ”‹”‹a great effort to review the North RDS, a number of indicators have been updated with the support of experts from Latvia and representatives of RDA North. I think it's a beneficial thing that will bring a new strategy," head of policy and regional cooperation of the Ministry of Regional Development and Construction, Dorin ANDROS, said in his welcome message.

"All the recommendations were received during the review of North RDS are realistic; they are practical and will serve as a guide for many years. Moreover, to improve North RDS, which we reviewed it with the support of Latvian experts, and we work continuously. We must have a clear vision of what we want to do in the next three years," said North RDA Director, Ion BODRUG.

"We have discussed a lot at the round tables, but not much has been said here and in the North RDS about the role of NGOs in the implementation of projects providing services. It would be desirable that NGOs have a role in working with government to implement developmental services for the North," said Nina BÂNDIU, Executive Director of NGO "CONSULT-NORD".

The North RDS was developed beginning in 2009 and adopted in 2010 for a period of seven years, its adoption followed the work of specialized working groups and public consultations. In this process, specialists in all of the aforementioned fields were involved. "Like any strategic document North RDS requires updating, improving, because life goes on and the challenges become increasingly permanent for regional development," said Vlad GHIȚU, public hearings moderator, member of the North Regional Development (CRD North).

"We place a strong emphasis on economic development, because for what benefit are aqueducts, roads, and more if we'll have nothing to maintain them? We must develop the economic region, 'said RDA North Director, Ion BODRUG.

During public hearings on the revised draft of the North RDS, Strategic Planning and Programming Division Head at RDA North, Inga COJOCARU, presented the North Regional Operational Plan (ROP North) for 2013-2015, followed by a session of proposals and discussions. Seven proposals were heard in writing by complementing the North RDS priorities with new measures related to infrastructure, business, and tourism. Before starting the meeting, there were 4 people registered who subsequently spoke with suggestions and comments to the same effect. The final revised draft of the North RDS will be published after North RDA specialists responsible for reviewing this policy document consult with the working group on the new wording, resulting from the public hearing on the 14th September.

The North RDS was developed by RDA North, with the support of the "Moldova: Cooperation in Regional Development". The project was funded by the UK Department for International Development (DFID) and the Swedish International Development Cooperation Agency (Sida) and implemented by Oxford Policy Management (UK). This consortium is made up in part by the Public Policy Institute (Moldova) and Birmingham University (UK). North RDS was revised by the North RDA in 2012 with the support of Latvian experts from the Ministry of Environmental Protection and Regional Development of the Republic of Latvia.

 RDA North and Latvia. Remember that a delegation from the Ministry of Environmental Protection and Regional Development (MPMDR) of Latvia first visited the North RDA in mid-May, with the aim of preparing the proposal and the detailed plan for the North RDS, as well as updating the preparation phase of the project. After which, a team of specialists from North RDA paid a visit to the Baltic state to study Latvian experience in strategic planning. The collaboration in regional development of RDA North and Latvia dates back to November 2010, when the North RDA signed a Memorandum of Cooperation with Regional Development Agency of the Republic of Latvia. The Memorandum followed a previous study visit to Latvia by a group of specialists from the North RDA. The memorandum was made ”‹”‹to promote and support the development of relations and strengthening cooperation between Northern Region of the Republic of Moldova and Latvia.
