Bălți, December 13, 2012. The Ministry of Regional Development and Construction (MRDC) and North Regional Development Agency (North RDA) held its last regular meeting of North Regional Council for Development (North RCD) this year. Since the end of this year money allocated from the National Fund for Regional Development (NFRD) will be fully utilized to finance projects implemented in Northern Region, North RCD members praised the work of last year's North RDA and gave it a rating of GOOD.
The meeting was attended by the Ministry of Regional Development and Construction, Igor Malai, deputy head of the General Directorate on Regional Development as well as North RCD members, North RDA specialists, representatives of NGOs and civil society, and journalists. The meeting, chaired by the President North RCD, Ion Parea, approved the RDA Plan of the North for the next year and the annual budget for the organization of RDA North. However, the North RCD supported the amendment and completion of the Regional Operational Plan 2013-2015, including information about projects in the region from the Single Program Document 2013-2015. He also presented a report on the implementation of projects from 2012 and a vote was held to establish working groups to develop sectoral plans. "During 2012, RDA North and North RCD worked hard on the idea of ”‹”‹promoting regional development policies, thus achieving more success in this area", said Igor Malai, deputy head GDRD, adding that today's meeting is not a review meeting but a decision making session for planning of the work next year so that "in the new year we have a faster, more efficient start". In a message to the members of North RCD, representative MDRC, Igor Malai, said: "I ask only one thing: that all North RCD members engage with the Council and the north RDA immediately in order to work together better and be proactive ". The President of North RCD, Ion Parea, thanked the director and specialists of the North RDA: "In my view, in 2012 the work went really quite well. North RDA Director, Ion Bodrug, presented the most important results that North RDA has obtained in 2012. Accordingly, the North RDA has completed to date, the implementation of 10 projects in the Northern Region, for which, the NFRD allocated the sum of 52 822.20 thousand lei, of which, until now, 52 814.40 thousand lei or 99.99% of the allocation were used . 7 completed projects were funded by the National Regional Development Fund (NFRD), a project funded by the International Cooperation Agency sources of Germany (GIZ), and 2 projects funded by the Embassy of the Czech Republic in Moldova. In addition, 4 projects funded by the NFRD are being implemented as well as 2 projects funded by GIZ. "Our goal is to fully capitalize on the money that was approved in 2012 to finance projects in Northern Region", said director Ion Bodrug, who said that next year the North RDA team will strive to have even better results, it will also work hard to develop the region. Among the topics discussed during the meeting was the possibility to increase the NFRD financial resources from 1% to 2% of the State Budget, which, as argued, should be cumulative, so that, in the future, problems related to money both objective and subjective recovery can be avoided. Valeriu Å¢arigradschi, the North RCD Vice President from Glodeni, referred specifically to the advantages of involving local governments, as project applicants in the management of regional development projects. The North RDA specialists presented their submissions, both the results obtained in the 2012 and plans for next year's North RDA. Accordingly, Inga Cojocaru, Head of Strategic Planning and Programming Department, presented the work plan for 2013 of the North RDA. Constantin Bândiu, Head of Project Management Department, made a tabulation of results that North RDA has obtained in the implementation of projects this year. Lilia Raileanu, head of Finance and Procurement Department, presented the annual budget for the organization and operation of North RDA and said that, in 2013, MDRC has tasked the development agencies to secure 30% of funding from sources other than NFRD. At the first meeting in 2013, scheduled for January, the North RCD must approve the activity report of North RDA for 2012. The North RCD is a deliberative structure without legal personality, formed to develop, coordinate and monitor regional development policy in the Northern Development Region (NDR) consisting of Bălți and Briceni, Dondușeni, Drochia, Edineț, Fălești, Florești, Glodeni, Ocnița, Râșcani, Sângerei and Soroca. Regional Council has 48 members, consisting of the district components Bălți mayor and a representative associations of mayors, civil society and the private sector in each district and municipality of NDR.
