GIZ is looking for a Regional Planning and Programming Advisor

The German Development Cooperation through GIZ is looking for a Regional Planning and Programming Advisor within it's „Modernization of local public services in the Republic of Moldova" project.

The advisor will support the Regional Development Agency North (RDA North), located in Balti, towards the process of regional planning and programming in four priority sectors - Water Supply and Sanitation, Solid Waste Management, Energy Efficiency of public buildings, as well Local and Regional Roads.

The main responsibilities shall include:

  • providing support to the RDA North in the process of elaborating and updating of regional development documents (Regional Development Strategy, Regional Operational Plan, regional sectorial plans, programs, etc.);
  • providing support to the RDA North and to the Regional Development Council North in developing the capacities of regional stakeholders in strategic planning and programming activities;
  • providing support to the RDA North in communicating and coordinating all assistance provided by GIZ in the framework of region planning and programming;
  • ensuring smooth Project implementation including support to project events, national and international experts' missions;
  • facilitating / mediating of the relationships and communication between GIZ and RDA North;
  • supporting the Senior National Advisor and National Advisor for Regional Planning and Programming as well as subcontracted consultants in all matters of Project coordination and communication towards regional planning and programming;
  • providing inputs to Project activities, specifically in the area of sectorial strategic planning and programming;
  • advising public servants, local public council members, private sector representatives and civil society organizations on: participatory planning and budgeting, regional development, inter-municipal cooperation, monitoring and evaluation, gender equity, between others;
  • maintaining contacts with the Project partners and beneficiaries by means of correspondence, meetings, etc;
  • participating in drafting and editing Project documents, such as reports, Memorandums, TORs, agreements, presentations, booklets, etc;
  • facilitating the realization of short-term consultancy assignments linked to the Project by preparing necessary background documents and providing them to the consultants;
  • providing inputs in preparing agendas, reference background documents, progress reports etc. for Project workshops and seminars;
  • providing inputs to the Project knowledge management by means of searching for and analyzing documents in the area of regional planning and programming, decentralization, public services delivery, local and regional development, inter- municipal cooperation, developing regional operational plans, and providing information to the Project responsible personnel;
  • participating in relevant training courses and seminars;
  • facilitating RDAs and other regional acts to sustain their efforts at regional planning over the medium term including by supporting appropriate capacity development and effective regional partnership performance;
  • performing other job-related tasks on request of the Senior National Advisor or  Project Manager.

Required qualifications:

  • Degree (Bachelor and/or Master) in one of  the following fields: Law, Public Administration, Political Science, Business Administration, Civil Engineering;
  • At least two years of work experience in a relevant field;
  • Detailed knowledge of administrative and government structures of the Republic of Moldova;
  • Strong IT skills, analytical and report writing skills;
  • Very good knowledge of Romanian, Russian, and English is a precondition. German knowledge would be an additional asset
  • Drivers' license. Ability and motivation to conduct regular day trips throughout the North Region of Moldova;
  • Moldovan citizenship;
  • Strong communication skills, as well as a desire to work in an efficient, independent and innovative manner in a multi-disciplinary and inter-cultural team are expected;
  • Demonstrated competence in building up and maintaining networks and trust with people;
  • Proven problem-solving skills, communication, interpersonal and management skills, ability to negotiate, and be a strong team player.
