RDA North participated in developing proposals to improve legislation on regional development

On February 10th the ADR North director attended a workshop on developing proposals to improve legislation on regional development.

The event was opened by Vyacheslav Guțuțui, the Deputy Minister of Regional Development and Construction, who metntioned that the regional development for 2010 can be regarded as exceptional. A lot has been achieved in a very short period of time and the most important tool was the national call to request proposals for regional projects.

Experts project "Moldova: Regional Cooperation in Development (MDRD)”  was implemented with financial support from the United Kingdom and Northern Ireland for International Development (DFID) and Swedish International Development Agency (SIDA). These organizations have developed recommendations for each compartment in previous studies and discussed in working sessions.

Among the most important recommendations that were mentioned: 1) improve the content of the law on regional development. 2) Improve reporting and communication between public authorities involved in regional development. 3) Initiate a comprehensive consultation process to create an inter-ministerial and inter-ministerial committee on DR. 4) Preparing a draft law amending RD and secondary legislation for the creation of management boards of the RDAs. 5) membership of the Ministry and regional agencies as one entity Urad (European Association of Development Agencies).

The experts also proposed that all ministries develop a joint plan of action on how to improve the oversight function of the National Fund for Regional Development. This included actions to improve the capacity of all institutions involved in this process of DR.

However, the talks have genreated some conceptual recommendations. One is that at the central level, it is necessary to establish and to jointly negotiated the target of Moldova's economic development in regional development. It is also necessary to initiate consultations on the role of Regional Development Councils and Regional Development Agencies. Where it was proposed that these agencies to focus on facilitating and drafting work, and achieve reduced procurement.

Further recommendations will be reviewed by officials of the Ministry of Regional Development and Construction to promote changes in the legislation in this area.
